Homegrown Harford Farm Relief Grant Program
The Homegrown Harford Farm Relief Grant Program is available to help small farms impacted by the COVID-19 pandemic, and made possible through the CARES Act. Harford County will administer grants of $2,500 each to as many as 200 eligible Harford County farm busineses through an application process. Applicants should thoroughly review the eligibility and application process below and read the Frequently Asked Questions as applications will be processed on a first-come, first-served basis. Submission of an incomplete or inaccurate application may result in ineligibility for program funding. Harford County is committed to timely review and processing to ensure award recipients can apply this resource to the successful continuation of farm business operations.
Please note: Any farm business meeting the eligibility requirements for the Small Business Relief Grant is welcome to apply for that grant. However, businesses may only apply for one of the grants offered - applying for both will jeopardize your opportunity for funding through this grants initiative.Grant Terms
Harford County will provide a $2,500 Farm Relief Grant to a farm business that has been impacted by the COVID-19 pandemic. If a farm business closes permanently before receiving the Homegrown Harford Farm Relief fund or, if a farm business is currently closed and does not re-open within 30 days of receiving funds (or within 30 days of Governor’s announcement to lift closure orders), the Homegrown Harford Farm Relief Grant funds must be returned to Harford County.
Use of Funds
The grant funds must be solely used for expenditures that occur between March 1, 2020 and December 30, 2020 and fall under one or more of the following categories:
- Operating Expenses;
- Business Lease or Rent;
- Business telework equipment cost;
- Inventory Acquisition (inventory needed to reopen or maintain open status);
- Personal Protective Equipment (PPE) purchase; and
- Facility Readiness (social distancing preparedness, business modifications, etc.).
To qualify, a farm must:
- Be in good standing with the State of Maryland and Harford County and registered with the state, if required to do so by law as of March 9, 2020. - Be an operating farm in Harford County with 10+ acres used primarily for agriculture and/or zoned for agriculture;
- Not have received funding from any other Harford County COVID-19 Business Relief Grant. (Any farm business meeting the eligibility requirements for the Small Business Relief Grant is welcome to apply for that grant. However, businesses may only receive funding from one of the grants offered.)
Businesses who have received previous state or federal COVID support are still eligible to receive the Homegrown Harford Farm Relief Grant from Harford County.

Submit COMPLETE AND ACCURATE application with all required supporting documentation via email to: firstname.lastname@example.org with your business name as the subject line. It is imperative that all applicants ensure the accuracy of their legal business name and address when completing and signing their application, W9, and Direct Deposit/EFT forms. Failure to submit a complete and accurate application may preclude you from being awarded grant funds from this program.
Harford County will ONLY ACCEPT ELECTRONIC, TYPED SUBMISSIONS with the exception of legal INKED signatures at email@example.com beginning Tuesday, May 26 at 8 a.m. Any attempted email submission before 8 a.m. on May 26 will not be held in a queue and must be resubmitted for consideration. All forms have been made fillable for convenience. No handwritten forms will be accepted. Please label your email subject line with the business legal name to ensure expediency.
Applicants will receive email notifications confirming receipt of their application. If an incomplete application is received, the applicant will be notified of the issue and asked to resubmit. However, the applicant’s place in the queue will not be saved.
