How to Participate in a Council Meeting During COVID-19

Viewing and Participation availability for future scheduled Public Hearings 
and all Legislative Sessions


All Legislative Sessions will be hosted in the Council Chambers. Due to the ongoing health emergency relating to COVID-19, the guidelines listed below will be enforced for the public health and safety of all.

Meetings will be open to the public; however, to ensure compliance with the Governor’s order, capacity and seating will be significantly limited. A face mask is required to enter the building and must be worn for the duration of your time in the building. Any public entering the building will be subject to health screening measures which will include:   

          • Name and Phone Number for Contact tracing purposes
          • Health Screening Questionnaire and

          • Temperature Check          

It is strongly encouraged for those who wish observe the meeting do so by watching the live stream on our Website. Meetings will be archived on our website. Following the Tuesday night meetings, they will air on TV as scheduled on Wednesday’s at 8:00 P.M. and Thursday’s at 2:00 P.M. on the following channels: Comcast 21; Verizon 31 and Armstrong 7.

Citizens who wish to testify in-person or remotely during the Public Hearing or Legislative Session Agenda item “Comments from Attending Citizens” are REQUIRED to preregister by emailing Council@harfordcountycouncil.com or calling 410-638-3343 by 2:00 pm on Tuesday of the meeting. There will be no exceptions. You MUST provide the following information when requesting to testify:

          1. First and last name
          2. Phone (Required so we may call you when it is your turn to speak )
          3. Home Address
          4. Subject you are testifying to
          5. Position on Matter: Support/ Neutral/Opposition
          6. Email

All citizens speaking will receive 3 minutes.

Residents are reminded that remote testimony is considered public information and, as such, is subject to the Maryland Public Information Act.
