Community Development aids in finding resources available to allow public service needs, neighborhood revitalization, capital projects, and human service needs to be addressed in our county.

Our Consolidated Plan (PDF) is a U.S. Department of Housing & Urban Development federally mandated plan that serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the Community Planning and Development formula block grant programs such as:  Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Emergency Solutions Grants (ESG) Program. The plan provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used by the County to benefit low and moderate income residents of Harford County, as well as the Town of Bel Air, the City of Aberdeen, and the City of Havre de Grace.  

Harford County’s Annual Action Plan, found on pages 120 through 159 of the Consolidated Plan, describes how the County will use federal, state, and local funds to address the housing and community development needs of the low to moderate income in our community during each fiscal year. Harford County’s FY2018 (FFY2017) Annual Action Plan was submitted to HUD for review on September 12, 2017.

Continuum of Care Notices

The application for the Homeless Solutions Program is now available by using this link, Provider Profile.  The Homelessness Solutions Program (HSP) consolidates six (6) different Federal and State funding sources, in order to make funding available to Continuum's of Care for the purpose of preventing, reducing and ending homelessness within their jurisdictions.  The Partner Summary will provide more information on this consolidation.  Please use the Application Guide for assistance with the application process.

All sub-recipient applications must be submitted electronically to by April 26, 2018.
